Position Purpose:
HR System & Learning Manager or The HR Center of Excellence (COE) is responsible for developing policies and strategies in key areas of human resources, including talent development, learning and development, total rewards, organization development, and HR systems. The HR COE focuses on designing strategic frameworks and tools to drive organizational effectiveness and employee engagement, while not engaging in day-to-day operational tasks.
Key Responsibilities:
1. Talent Development:
◦ Design and develop programs to enhance employee skills and capabilities at all levels.
◦ Plan and manage career paths and competencies to meet future organizational needs.
2. Learning & Development (L&D):
◦ Develop and implement classroom, online, and on-the-job training programs.
◦ Promote a leaming culture within the organization and establish a robust leaming system.
3. Total Rewards (Compensation & Benefits):
◦ Develop and manage compensation structures and employee benefits to maintain competitive positioning in the labor market.
◦ Analyze and adjust strategies for rewards programs based on employee performance and organizational objectives.
4. Organization Development:
◦ Plan and implement organizational changes to enhance business effectiveness and sustainability.
◦ Drive improvements in organizational structure and internal capability building.
5. Employee Engagement:
◦ Develop strategies and initiatives to foster employee engagement and participation.
◦ Monitor and analyze employee engagement results and propose plans for continuous improvement.
6. Workforce Planning:
◦ Analyze and forecast future workforce requirements, including developing recruitment strategies.
◦ Prepare development plans for employee capabilities to meet future business needs.

5. Employee Engagement:
◦ Develop strategies and initiatives to foster employee engagement and participation
◦ Monitor and analyze employee engagement results and propose plans for continuous improvement.
6. Workforce Planning:
◦ Analyze and forecast future workforce requirements, including developing recruitment strategies.
◦ Prepare development plans for employee capabilities to meet future business needs.
7. Performance Management:
◦ Design and manage the performance management system across the organization.
◦ Promote goal setting and performance reviews at all levels, ensuring alignment with business objectives.
8. HR Systems & Analytics:
◦ Develop HRIS and HR analytics to support business decision-making.
◦ Use data and technology to develop HR strategies that are trackable and can be continuously improved.

REQUIRED WORK EXPERIENCE

Qualifications:
◦ Bachelor's degree or higher in Human Resources, Organizational Psychology, or related fields.
◦ At least 5 years of experience in HR COE, Learning & Development, Talent Management, or related functions.
◦ Strong knowledge and experience in designing and developing HR systems, learning programs, compensation structures, and organizational planning.
◦ Proficient in HR analytics and technology solutions to support HR strategies.
◦ Excellent communication skills with the ability to collaborate across departments and work effectively with leadership.
◦ Experience in large-scale organizations or multi-location companies is preferred.
